Lieutenant Francis J. Kelly was a lifelong resident of Cranston and a navy veteran of World War II who continued to serve in the Naval Reserves after the war and eventually earned the rank of chief petty officer. During his career he designed and implemented an advanced reporting system for the department that was still in use in the 1990s. He retired in 1968 at the rank of lieutenant after 25 years of service. He passed away on March 16, 1994, and is buried the Rhode Island Veteran’s Cemetery in Exeter.
Rest in peace.
