When Cranston incorporated as a city in June of 1910, and formally established a permanent police department under city ordinance, Smith was one of the original ten permanent officers appointed to the force. No further information about him is known at this time.

Patrolman Thomas J. Mahoney is known to have been a regular patrolman with the Cranston Police Department in 1922, and was possibly appointed earlier than that. He continued to serve into the late 1930s, and had retired by 1939.
