Howard C. Luther, Jr. joined the Cranston Police department in July of 1954 and later earned the rank of Detective Sergeant. In June of 1971 he left the department to become the Chief Investigator of the Organized Crime Section of the Attorney Generals Office, overseeing the New England Organized Crime Intelligence System. He later took a position as Director of Security for Boliden-Metech Inc., a precious metals refining company based in Burrillville, R. I. In September of 1987, he was appointed Chief Enforcement Officer for the Rhode Island registry of Motor Vehicles.
